In this example, this WPA Cemetery Plat Map project was started, and cover sheet shows this, the plats show all of the lots blank.  There are no listings for the veterans' names. 
All of the pages are like these.  It could mean that the project was started too late in the WPA Cemetery Plat Map program and was not finished.
